Resident Mike McCarty told the board he relies on social security and modest investment income and asked staff to reexamine the average-billing program so that long-time, fixed-income residents are not unduly burdened by a roughly $100 difference in bills. "I would just ask that y'all review that program... especially to the folks that are there on fixed incomes," McCarty said, urging the board to consider adjustments that could lessen hardship.
Board members also requested operational updates: staff agreed to return within 30 days with a report on the filtration and taste-and-odor (geosmin) improvements the city previously implemented and to present a separate review of the billing process, including timelines for late-penalty collection, to clarify customer-notification and collection procedures.
