Kearney raises landfill tipping and sanitation rates to fund new cell; compacted waste fee to phase up

Kayla James highlighted fee schedule changes that affect refuse and landfill operations: "Tipping fees for uncompacted waste went from $42 to 42.25 per ton for a point 6% increase," and compacted waste will rise from $35 to $39.20 per ton (about 12%). She said the compacted rate will be phased up over two to three budget years to reach parity with uncompacted tipping fees so the landfill can generate revenue to open a new cell.
Council members asked about the effect of the increases on private haulers and contracts. A council member noted some private haulers had existing contracts and said staff has sent letters to give those businesses advance notice. James added the landfill previously had a large fund balance that was drawn down and now needs to be rebuilt to meet long‑term costs and post‑closure obligations.
