Staff analysis found the proposal meets the majority of the historic preservation design guidelines for location, form, height, scale and massing while identifying details (exterior lighting, built‑in furnishings such as grills, fence transparency and guardrails) to be resolved at final review. The commission moved to approve conceptually; the motion was seconded and passed with recorded affirmative votes from Roger, Barb, Riley and Cara. The applicant and staff will return with final materials and details for the final review, and staff added a requirement in the resolution that final materials be submitted within one year.
