Committee weighs transparency of individual scores versus averaged result

Commissioner Holt raised whether the committee should make individual member votes public or present only an averaged score to the Commissioners Court. He asked if the committee wanted "the votes from, like, Mr. Heizer to be specific or from Mr. Swain" to be transparent or whether some anonymity should be preserved so members could vote freely.
District Attorney Jeff Swain and other members said the prior product the court received was a total average score per item, which preserved candor among members. "The commissioner's court did not see how I individually voted or how you individually... they saw a combined singular number," a member said. Committee members emphasized the need to preserve candid assessment while still delivering clear guidance to the court.
