Court approves multiple plats, waivers and maintenance-bond actions including Rio Vista Phase 2

Following executive session the Commissioners Court took up multiple plat and subdivision matters across precincts.
Staff presented the Diamond G Estates waiver for a groundwater study (6.084 acres, two lots). "So these are 2 lots. 1 will be 1.403, the other 1 4.681," staff said and reported a 2007 well yield of 15 gallons per minute with a 10-foot drawdown after one hour; Upper Trinity confirmed the well's grandfathered status. The court approved the waiver by motion.
The court approved the final plat for Cedar Hollow (10.671 acres, two lots) developed by 2020 Landmark Capital LLC after staff reported required documents (tax certificate, health approvals) were in order.
On subdivision maintenance bonds, the court accepted the release of escrow funds and county maintenance acceptance for Whispering Winds Phase 2 and approved a 75-day extension for Monarch Phase 3 (new expiration date 08/23/2026) and a 60-day extension for Wolfenberg Hills (new expiration date 08/12/2026) because the developments were not yet ready for full release.
The court also approved a waiver for Driftwood Ranch (aircraft hangars, non-habitable structures) noting prior groundwater studies and that no water service is available for the hangar lots. In Precinct 4 the court approved the Rio Vista Phase 2 final plat encompassing 48.258 acres with 149 residential lots and 7 HOA lots, with Crescent MUD District Number 2 identified as the water supplier.
Motions on plats and bond actions were made by various commissioners and carried by recorded voice votes; the court adjourned at 10:41 a.m.
