Council approves ODOT amendment for Riverwalk lighting after costs rise to roughly $1.02 million

The Astoria City Council approved Amendment No. 1 to the Oregon Department of Transportation agreement for Riverwalk Trail lighting, moving forward on a federally funded partnership that will install bollard lighting along the east Riverwalk.
Manager Scott Spence told the council the project originally sized at roughly $845,000 has increased and now approaches $1,021,000'$1,022,000 for the same span of Riverwalk. The city's matching obligation (about 10.27%) had been authorized earlier; staff said the additional city share was estimated around $69,000 and that the Department of Justice completed the formal amendment document needed to finalize the agreement.
Council discussion noted frustrations with ODOT timelines and rising construction costs, but members expressed support for completing the project. Parks director (Dart) McLean said four bollard heads damaged in transit are expected to arrive on the 19th and Wadsworth Electric (subcontractor) will install them; the lights should be energized after Pacific Power completes the final connection. "We're hoping to have lights on that end of the Riverwalk by the 2nd week of April," he said.
Councilor Lum moved to approve the amendment and the motion carried after a voice vote; no members requested public comment on the item.
