During the April 2 meeting the Selectboard handled several administrative items in a series of unanimous votes. The Liquor Control Board approved an outside‑consumption license for the Green Apron Restaurant and a second‑class liquor license for the Winhall Market. The board also approved the 56th Annual Professional Municipal Clerks Week proclamation (May 4–10) and authorized three new two‑sided signs: "Winhall Hollow Road Cemetery," "Middletown Cemetery," and a replacement "Town of Winhall Direction Sign" with added "Highway Garage: 3M." Motions on these items were moved by Julie Isaacs and seconded by Bill Schwartz; all passed unanimously.
Assistant Town Clerk Al Bilka reported that paper ballots had been prepared and an outside campaign area designated at the Town Garage for the May 3 special meeting. The board approved the Town of Winhall Political Campaigning Sign Policy for the Transfer Station & Highway Department. Town Administrator Lissa Stark reported the new payroll company will begin handling payroll in mid‑April and that the town purchased an "Owl System" and a new town computer to support Open Meeting Law compliance; training and potential creation of a YouTube channel were discussed.
