American Legion members urge engineering assessment before roof work on Post 12 building

Commander Dwayne Holliday and Legion executive-board member Brian Woosley told the commission they want a building assessment before roof removal at American Legion Clatsop Post 12. Holliday said the building’s age and unique construction increase the risk of downstream structural problems if the roof is removed without an engineering inspection.
"We have our 3 bids... we have the prevailing wage in there..." Holliday said, and later asked the commission to allow about $41,000 of the award to pay an architect to analyze structural integrity. Brian Woosley, who gave his address and identified himself as an executive-board member, said from his engineering experience that skipping proper analysis can double or triple later costs: "So I think the engineering money is worth it... you could easily double your budget for that, if not triple it." Commissioners and staff agreed the assessment was prudent and confirmed it would fit within the commission's previously authorized not-to-exceed $164,000 award.
The commission approved an amendment permitting the engineering work within the existing cap but noted that if the assessment identifies more extensive repairs, the Legion would need to return with another funding request.
