City manager Spence summarized the RMA program categories and said Astoria's most-likely reimbursements would be for transportation and contamination reduction; he estimated "about $40,000" would come to the area. Staff recommended delegating implementation to Recology because the company has existing personnel and systems to administer the work. Councilor Adams moved the authorization and the motion passed.
Councilors asked about monitoring and reporting; staff said available state reporting and submissions would be shared and that council could request quarterly updates if desired. Recology was not present to answer technical questions during the meeting.
