Astoria Development Commission authorizes $164,000 cap to include pre-construction engineering for Legion roof repairs

The Astoria Development Commission on April 21 authorized the city manager to amend a previously awarded grant agreement with American Legion Clatsop Post 12 so the funds may be used for pre-construction engineering and a building assessment as part of roof repairs, while keeping the total ‘not to exceed’ amount at $164,000.
Commander Dwayne Holliday, representing the Legion, said the Legion had three bids for roof work and asked the commission to allow about $41,000 of the award for an LSW-led engineering analysis. "We agreed on the the 164, not to exceed 164,000," Holliday said, and added the assessment would prevent unintended structural damage to the older building when the roof is removed.
City Manager Spence told commissioners the original project bid was approximately $125,000 and staff added a roughly 30% contingency to cover prevailing wages, which produced the $162,500–$164,000 not-to-exceed figure. Spence and Legion representatives said the requested engineering work would fit within that existing cap. "We were gonna ask for $41,000 for... engineering consult on it to make sure that when we tear that place open we're not creating more problems," Holliday said.
Commissioners asked whether the engineering expense would push the project's cost beyond the original award. Commissioner Patrick Law said he cared most that the work remain within the previously awarded amount; staff and Holliday confirmed the $41,000 assessment would not exceed the cap. Commissioner Davis moved to amend the contract to include pre-construction engineering and analysis, keeping the total scope not to exceed $164,000; the motion was recorded as seconded by Councilor Long and carried on a voice vote.
The commission and the Legion cautioned that, if the assessment later shows extensive structural work is needed, additional funding or another request to the commission would be required. The commission closed the item without further public testimony.
