The Johns Creek City Council voted 6–1 to adopt Ordinance OO20250719, the sixth amendment to the fiscal year 2025 budget, approving the formal closeout of roughly 48 capital project accounts and returning $2,681,792 in remaining balances to their original funds.
City finance staff told the council that many project numbers had become legacy accounting entries and that closing completed projects would shorten future reports. "There are approximately 48 capital projects that need to be closed out... the total being $2,681,792 in total broken up between capital projects, infrastructure maintenance accrual, equipment accrual, and vehicle accrual funds," the presenting staff member said.
Councilmembers debated how the item summary read in the agenda packet and whether listing small purchases under 'projects' created a misleading impression of accomplishments. One member asked that the detailed table be attached so that the summary language would not overstate achievements. Staff agreed to revise the agenda language, move the detailed breakdown into an attachment and provide more frequent reporting so closed projects do not accumulate in one long list.
What the vote means: the ordinance formalizes the accounting closeout only where funds remain and directs staff to return unused balances to their funds of origin. The council's discussion focused on clearer public reporting and bookkeeping practice rather than new spending.
