City planning staff presented the annual GMQS allotment carry-forward report and recommended the council not carry any unused 2024 allotments forward into 2025. Staff said the city followed code guidance permitting a 2% growth rate and that recent large projects and vesting practices account for the more significant allotments in the valley.
On a motion and second, the council voted unanimously to accept staff's recommendation and not carry forward the unused commercial and lodging allotments; staff noted the code allows council discretion to reach forward into future allocations in exceptional circumstances and that several large lodging projects have vesting or building-permit timelines in review.
