Board schedules June public hearing for special-use permit to convert Stanley barn into event venue

Zoning Administrator Tracy Clatterbuck told the Board a special-use permit application filed July 1, 2025 would be considered for an event venue at 625 Riverbend Road in Stanley (tax map 69-(A)-126). The 2.50-acre, A-1 zoned parcel includes an existing dwelling and barn; the applicants, Randy Whitesides and Dawn Pence, propose converting farm structures to an event facility and designating parking on-site.
Clatterbuck said the application is "grandfathered" under the prior zoning rules because it was received before the county amended its ordinance on event venues. The Planning Commission held a public hearing April 28, 2026 and recommended approval 6-0. Supervisor Ryan Cubbage moved to hold a public hearing on the SUP at the Board’s June 15 regular meeting and to direct staff to provide notice in accordance with Va. Code §15.2-2204; Supervisor Jeff Vaughan seconded, and the motion passed 6-0.
The Board did not take a final vote on the special-use permit at the May 4 work session; the June 15 public hearing will gather further public comment and allow the Board to consider final action.
