Johns Creek council adopts rollback millage rate after debate over split-the-growth proposal

Several council members argued staff-calculated rollback rate (3.492) was appropriate given long-term planning and uncertainties; a substitute motion to use the rollback rate passed 5–2 and the council proceeded with the rollback figure for the ordinance language.
