Council approves $18 million in utility budget shifts to keep projects moving

A staff speaker described the action as "financial gymnastics" to replace unavailable funding from sources such as the Hazard Mitigation Grant Program and state revolving fund loans, and said that moving money among projects does not mean the city will never fund those projects in the future. "It's just doing a lot of movement," the director said, explaining that some loans and grants originally assumed in the capital improvement plan were not available and that staff wants to keep critical work moving.
Council members asked whether projects were being put on hold; staff said some projects are postponed while others continue, and that staff would return with timing if priorities change. The motion to approve the resolution carried with no opposition, enabling staff to implement the funding adjustments described in the resolution.
