Council voted to approve the Serena Park development agreement with Serena Park LLC, Allen Jeffrey Sites and Susan Lynn Sites as trustees and Inge Properties Inc., a move staff and the developers said will permit redevelopment of a long‑standing platted area. Ron Inge, speaking for Serena Park LLC and majority lot owners, said the owners have worked with city departments and "are fully supportive of the agreement and we are standing ready to sign as soon as the city council moves forward."
Staff clarified the financing and assessment approach, noting the developer would cover assessments pro rata for the 202 lots they own while other owners would cover their share as assessments are finalized. Council members asked clarifying questions about the scope of work and how lots not owned by the developer would be handled; staff and the developer confirmed responsibility will be pro rata. The motion to approve carried without opposition.
The approval allows the developer and property owners to proceed with the developer‑led portions of the project and to advance infrastructure and plat‑related work under the terms described in the agreement. Council members congratulated the parties and noted the long timeframe the property has been in its platted condition.
