Horry County staff report healthy FY24 revenues, approve budget amendment and $5.2M EMS receivable write-off

Finance staff presented year-end and early FY25 figures and a set of budget amendments to the Horry County committee. "We saw revenues on a year to date basis of 270,300,000, expenditures of 219,000,000, transfers of 26,000,000, resulting in a net change in fund balance of 24,000,000," the presenter reported, noting general fund revenues were 107% of budget and expenditures were 90% of budget.
The committee voted to approve a multi-part FY2025 budget amendment that funds six new administrative positions with combined costs noted by staff and sets spending schedules for several capital improvement projects, including design and permitting timelines for the Central Coast Complex, fire stations, parks and boat landings. Staff also recommended transferring $825,000 from the CIP contingency to complete emergency work at Big Bull Landing.
On EMS receivables, staff recommended writing off accounts more than three years old (on or before 06/30/2021). "The amount we are writing off is $5,222,531," the presenter said, adding the county will continue collection efforts and noted $812,992 was collected from prior debt in FY24. The committee approved the budget amendment and related actions by voice vote.
