City staff negotiating SPIN micro‑mobility pilot; review to focus on technical, legal and financial risks

Steve Weathers briefed the advisory board on ongoing negotiations with SPIN Micro Mobility. He said the city manager assigned staff to work through three pillars—technical (vehicle footprint and road fit), legal (liability and insurance), and financial (revenue share or guaranteed payments)—and noted examples of possible revenue arrangements. Weathers said a technical viability check for downtown streets would determine whether the program proceeds.
"A good example might be that they, pay us 20,000 a year, guaranteed, and so much per ride," Weathers said, describing one sample revenue model; he also cited per‑ride shares as an alternative. Weathers explained geofencing and rack requirements the company would use to prevent clutter and described staff plans for a six‑month test period before any council consideration.
