"We provide up to $5,000 to residents and property owners to have their homes painted," Long said, adding that last year the CRA approved 31 grants (17 downtown, 12 Cleveland, and 2 in the MLK area) totaling about $1.9 million. Long noted an operational challenge: some tier‑1 and tier‑2 incentives are reimbursable and applicants may lack upfront capital, a constraint CRA staff is trying to address.
