Planners flag parking, stormwater and water‑main requirements for proposed Schlemmer wedding venue

Salem Township Planning Commission members questioned the Schlemmer land development plan for a proposed wedding venue off Hornock Drive, citing multiple unresolved technical items that prevent final recommendation. Solicitor Ryan Thomas told the commission the parcel lies in an Agricultural Security Area but "the proposed project does not conflict with the requirements for development in such an area," referring to the Agricultural Area Security Law (3 P.S. §§ 901–915). Township staff and commissioners said the site plan suffers plotting and legibility errors and that the site plan must show clear tract boundaries, right‑of‑way lines and the required building setback lines (40' from Route 22; 30' from Hornock Road; 15' side/rear).

Engineers and the applicant were told to resolve parking and circulation details before the plan can be recommended. The commission asked for a parking exhibit showing number and size of spaces (SALDO requires spaces at least 9'×20' and rows no less than 24' apart), clarification on whether gravel spaces will be tar‑and‑chipped, and whether a waiver of parking and lane‑width standards is justified. The commission also listed outstanding permitting and agency reviews: Township Engineer approval of the stormwater management plan, Westmoreland County Conservation District erosion and sedimentation/NPDES approval, and a municipal authority letter confirming public water availability and any required water‑main extension along U.S. Route 22. The Commission voted to continue review and did not grant the requested parking modifications at this meeting.
