CRA staff asked the board to approve a scope of work for a growth and fiscal impact analysis for the former News-Press site to help the CRA understand the fiscal costs and benefits of potential redevelopment scenarios and a pending unsolicited proposal.
Director-level staff said the study would not be a full master plan but would model fiscal impacts under several scenarios, enabling the CRA to make data-driven decisions as the updated downtown plan is adopted. Staff also noted they have permission to 'piggyback' on the MPO's RFP to procure the analysis.
The board approved the scope and asked staff to consider the pending unsolicited offer as part of the scenarios modeled in the analysis.
