Representatives for 2010 Hanson LLC asked the board to amend an existing agreement to account for ongoing emergency declarations that toll permit and commencement deadlines. Megan Strayhorn explained the amendment would incorporate Florida Statute 252.363 into the prior agreement as a clarification of the CRA's policy.
Tom Rossi, speaking for the developer, described the Blue Project as "336 units, envisioned as workforce housing," and said they had applied for CDBG-DR funds: "We requested $20,000,000. We're really close." Rossi said permits are ready to be picked up and the team is pursuing financing and contingency plans should grant funding fall short.
Board members asked for clarity on the commencement date language; staff and counsel explained the statute pauses permit timeframes during declared emergencies and that the developer then has 90 days after the declaration is lifted to file for an extension up to two years. The board approved the requested amendment and the project update was entered into the record.
