CRA advisory board forwards slum-and-blight finding for expanded downtown area to council

The CRA Advisory Board read Resolution CRA 2024-129 and voted to forward it to City Council. Staff said the slum-and-blight study was required because of the recent expansion of the CRA boundary, and consultants listed typical indicators used in the assessment, including deteriorated infrastructure, outdated building stock, failing lease rates, and incidences of code violations.
Board members discussed whether the designation covers the MLK corridor or is limited to the downtown footprint; staff clarified the resolution addresses the defined downtown expansion area. The board then voted to recommend the resolution to City Council for its action.
