Plan Commission recommends certified survey map for former farmers market lot sold to Green County Development Corporation

The City of Monroe Plan Commission voted unanimously to recommend that the common council approve a certified survey map dividing the former farmers market parcel sold to the Green County Development Corporation (GCDC) into two lots, commission members said at the meeting.

Will, a city staff member, told the commission that the two new lots are each 0.197 acres, that “They've started already on Lot 2, with the foundation on that,” and that the split is tied to a high-school capstone project. He also warned that building setbacks and an existing encroachment by a neighboring house could affect future rebuilding or conveyancing for the adjacent property.

Commission discussion focused on the encroachment and title implications. One commissioner said the situation would be “a nightmare” for selling the neighboring house if the encroachment remains, and staff advised that resolving title defects would likely require deeding additional feet or a more involved title action. The commission referred the technical question to staff for follow-up.

A motion to recommend the certified survey map to the common council was moved by Will (staff member) and seconded by Mayor Douglas. The clerk called the roll; the recorded votes were Mayor Douglas — aye; Lewis Cruz — aye; Jeff Malzinski — aye; Bill Benfke — aye; Ben Voss — aye; Ron Spielman — aye. The motion passed unanimously and will be forwarded to the common council for final action.

The recommendation does not itself change property ownership or resolve the encroachment; it forwards the certified survey map to the common council for review and any subsequent land-record or title actions.
