Area Agency on Aging presents MOU for Golden Wheel Senior Center; commissioners raise staffing, oversight concerns

Julie Govert-Walter, Executive Director of the North Central Flint Hills Area Agency on Aging (NCFHAAA), accompanied by board member Darrel Rieckenberg and staff member Linda Semple, presented a draft Memorandum of Understanding with the Golden Wheel Senior Center. Commissioners focused on operational details: Commissioner Carla Grund said the MOU’s staffing language implied the Golden Wheel would recruit staff even though NCFHAAA is the employer of record; Govert-Walter pointed to workforce challenges and said the document does identify NCFHAAA as the employer of record.
Commissioners and center representatives discussed backups and substitute cooks, annual inventory procedures that have lapsed in previous years, and how meal subsidies or local board support would be documented. Kayla Paige of the Delphos Senior Center asked about backup staffing and networks among centers; NCFHAAA staff described transportation and ordering challenges and said participant surveys and periodic assessments are used to track needs. The commission reached consensus that Commissioner Grund should contact the Golden Wheel board to review the MOU and report back.
