Lancaster County approves application for $777,103 Justice Reinvestment grant to bolster probation office security and training

Commissioner Alice Yoder moved the application authorization; Commissioner Joshua G. Parsons seconded the motion, which passed unanimously. The grant, if awarded, would cover the period April 1, 2026, through March 31, 2029, and was described in the meeting as 100% state-funded.
The funding request aims to support operational and safety enhancements at APPS, including building security improvements and staff training programs intended to improve officer safety and service delivery. Jennifer Nissley, deputy director of Adult Probation and Parole Services, appeared on the meeting roster during the discussion. No additional procedural conditions or matching requirements were noted in the minutes.
The board took the vote as part of regular business and did not attach amendments or additional terms to the authorization. The county will proceed with the application process; any award, contract terms or subsequent budget adjustments will be returned to the board for consideration.
