Commissioners debate value-engineering cuts at new jail; D'Agostino asks for line-item breakdown

County staff presented four value-engineering suggestions for the Lancaster County Correctional Facility during the June 2 work session and commissioners debated how those changes would affect cost, staff wellbeing and long-term operations.

Linda Schreiner outlined the options: eliminate the warden’s restroom, eliminate an ancillary multipurpose room, modify exterior and interior finishes to reduce cost, and reduce the size of the main lobby entrance. Commissioner Parsons said "the only significant savings would come from altering exterior and interior finishes; however, even those savings are relatively small in the context of the overall project." The transcript cites that finish changes represent the bulk of potential savings, approximately $1.1 million.

Commissioner Alice Yoder urged caution about cuts that could affect staff recruitment and retention, saying the facility is a workplace and design affects wellbeing and functionality: "Given that this facility will likely serve Lancaster County for the next 50 years or more, I believe it is important to evaluate these recommendations not only through the lens of initial cost, but also long-term operations, functionality, and the message we want this facility to convey."

Commissioner Ray D'Agostino said he would support eliminating the warden’s restroom and the ancillary multipurpose room but requested a detailed, line-by-line breakdown of the alternative finishes before deciding whether to remove that line item. Staff said they would provide further detail as the design-development work continues.
