Engineer briefs council on sewer phases, Route 20 corridor and AMD projects; $104,818.22 noted for Phase IV alternate

The council received a detailed engineer report covering several capital projects. For Phase IV sewer, the engineer reported $104,818.22 remains available for an additive alternate related to Sandy's Hardware, noted a need to check a PSC case, outstanding right-of-way (ROW) requirements, and cited contractor quotes of $132,000 and $172,000 for related work. The LifePoint sewer project is on hold and the CWSRF IUP form has been submitted.
On the Route 20 corridor, the contractor plans to start work in June 2025; the engineer said a change order will be necessary to incorporate a winter shutdown into contract times. Phase I AMD closeout remains pending a few contractor closeout documents and a proposed Change Order 4. For Phase II AMD, the NEPA environmental assessment has been updated and will go to OSM for final approval once U.S. Fish and Wildlife Service (USFWS) correspondence is received; 60% conceptual design documents were submitted 3/21/2025 with a schedule to address comments and submit 90% design on 4/18/2025 and final design on 4/30/2025.
The minutes direct staff to continue coordination with WVDOH and to prepare resident mailers; Treasurer Leslie Cummings will provide a resident list for notices. Several timeline items remain contingent on ROW acquisition, environmental approvals and receipt of final contractor closeout documents.
