Committee plans simplified public presentation and new graphs to explain default budget and drivers

Justin and others argued for a concise, visual approach: pie charts showing what the committee can and cannot control, one slide on items outside committee control (debt service, union costs, insurance), and a short packet from each department to distribute at the hearing.
Members emphasized the need to explain what a "default budget" means rather than repeating the phrase: "...continuously say over and over again, you know, this is because of the default budget... I don't think everybody understands exactly what that means," one member said. Jim agreed staff would prepare slides and produce narrative material for distribution and previewed a slide pack for committee feedback at Thursday's meeting.
Why it matters: clear public-facing materials are intended to help voters understand which items drive tax change and which services are funded by enterprise/user fees rather than property taxes.
