Soil & Water District reports staffing gains, FEMA workload and grant activity

The Soil & Water District presented an activity report noting staff increases, ongoing FEMA assistance work, and grant activity across several watersheds. The representative said the district is funding stream bank stabilization at roughly $75,000 annually but currently has about $198,000 of estimates on its list, so the district is seeking other grant opportunities to complete projects.
"We have in our stream bank stabilization program, which you folks fund at the $75,000 level on an annual basis...we have about a $198,000 worth of estimates out there," the Soil & Water District representative said, describing staffing increases and the district's work with the Upper Susquehanna Coalition and new watershed coalitions.
The representative also described the FEMA permitting burden (more than 80 permits for recent flood responses) and the need for more precise electronic surveys to meet DEC and engineer expectations; staff said collaborations with regional partners and grant makers are underway to accelerate on‑the‑ground work.
