The minutes list current contracted basis rates and 'not to exceed' basis pricing estimates (e.g., an estimated not‑to‑exceed basis of $2.350/DTH for Rate N) and state these estimates equate to an approximate 6% overall annual increase beginning Jan. 1, 2027; the vendor will be selected at time of purchase. Both motions passed unanimously.
