County approves $5.45 million HUD Consolidated Plan and 2026 Action Plan

Lancaster County Commissioners voted unanimously May 27 to approve the county’s 2026–2030 HUD Consolidated Plan and the Fiscal Year 2026 Annual Action Plan, which together allocate $5,446,613.52 in federal Community Planning & Development funds: $3,454,734.00 for the Community Development Block Grant (CDBG), $1,744,023.52 for HOME investment partnerships, and $247,856.00 for the Emergency Solutions Grant (ESG).
The Board also authorized an administrative agreement engaging the Redevelopment Authority of the County of Lancaster to administer HUD grant programs for grant year 2026, in conformance with program regulations. Justin Eby, Executive Director of the Redevelopment Authority, and Rachel Valmonte, Compliance and Planning Manager, answered procedural questions from Gail Groves Scott during the discussion.
