Board approves 10-foot rear setback variance for Industrial Park trade shops with use condition

The Horry County Zoning Board of Appeals voted to approve a 10-foot rear-setback variance allowing two trade-shop buildings in Homestown Industrial Park to be built 15 feet from the rear property line instead of the required 25 feet.
Sandy Gay of Kingston Engineering said the proposed trade shops are compatible with RE-3 and RE-4 uses and argued the 25-foot LI setback is aimed at more intensive industrial uses. A board member asked whether the board could condition the variance to restrict permitted uses; staff confirmed conditions can run with the variance. "We would probably lean more toward an RE-4 use," Gay said when asked about outdoor storage and contractor needs.
A motion to approve the variance with the conditions recommended by staff and an additional condition limiting the allowed uses to the RE-4 category passed on a recorded vote. Staff will reflect the use restriction in the variance language so future owners cannot rely on the variance for dissimilar, more intensive LI uses.
The action resolves a setback question for a site developed in 2020; the board emphasized that attaching use conditions is within its authority and helps limit unintended long-term changes of use.
