Engineers present draft Toquerville Transportation Master Plan; council questions crash data and neighborhood focus

Sunrise Engineering presented Toquerville's draft 2026 Transportation Master Plan via Zoom at the June 17 meeting. Jeff Mortimer explained that the city received Technical Planning Assistance funding in May 2024, the funding became available in July 2024, and the project began shortly thereafter; work paused during construction of the Toquerville Parkway.
Councilmembers and staff discussed crash data used in the draft and what information should be included in the plan. Councilman Todd Sands expressed concerns specifically related to the Toquerville Parkway, Toquer Boulevard and the crash data; Councilman Wayne Olsen said he was concerned the plan was too heavily focused on the older part of Toquerville. Mayor Dan Catlin clarified the city street name: "Toquer Boulevard, not Toquerville Boulevard." Staff did not adopt the draft at the meeting and requested follow-up information on crash analysis and geographic balance in the plan.
