Stephens County approves conditional use permit for women’s home at 2197 North Hicks Road

The Stephens County Board of Commissioners voted to approve a conditional use permit allowing 2197 North Hicks Road (parcel 023122) to be used as a women’s home. The board approved the request after a public hearing and a motion in new business; the chair announced the motion passed "3 to 1."
Planning staff introduced the application from Kathy Whitmire and said the Planning Commission recommended approval. Several supporters spoke during the public hearing: the applicant described the property’s personal importance, a neighbor praised recent renovations, and the renovation manager, Erin Meadows, said she planned to live on site and help run the home. "I intend to live there as the manager in a beautiful home," Meadows said, asking the board for support. A nearby resident, Jim Turner, told commissioners the property "looks better than it has in the 18 years that we've lived out there."
Commissioners recorded the approval in new business, with a motion and seconded vote. The board did not attach conditions beyond the Planning Commission’s recommendation. The county clerk will record the conditional use permit and next steps for permitting and inspections will be handled by county staff.
