The broader conceptual plan covers roughly 174 acres and proposes consolidating fragmented future‑land‑use strips into two MU categories (MU‑1 and MU‑2) to allow phased mixed use and better align zoning with transportation corridors.
Applicant Craig Bennett described infrastructure already in place and available for extension — notably a 16‑inch water main along 16th Street and a deep 21‑inch sanitary trunk main installed along 11th that can be extended to serve the site, enabling gravity sewer connections and redundancy in the water loop. He outlined stormwater conveyance to the city's outfall ditch and the tailrace canal and described options for on‑site and regional detention cells. Bennett summarized the preliminary plat as conceptual and said the same plan would allow a 1‑lot subdivision ("Old Father 1st edition") while leaving room for multiple future phases. "This is the preliminary plat that I've been showing you there also helps the old father family go forward..." he said.
Adjoining landowner Mitch Humphrey urged the commission to require stronger recorded connectivity for neighboring parcels, arguing that a narrow, long strip of his family's land could be left with insufficient access if the preliminary plat were accepted without showing additional connections. "We need the connections," Humphrey said, pressing for the commission to ask the applicant to show a 12th Street extension into the unplatted area. Commissioners and staff discussed options including requiring a shown extension on the preliminary plat or imposing an expiration on the preliminary approval so the plat would need reapproval if not developed within a set period. The applicant agreed to revise the preliminary plat to show a 12th Street eastward extension to preserve future access.
On separate motions, the commission recommended approval of Future Land Use Map amendments (2025‑03 and 2025‑04), Rezoning 2025‑17 (for the one‑lot subdivision at 2915 W. 16th), Preliminary Plat 2025‑13 with the 12th Street extension, Final Plat 2025‑13A, and Annexation 2025‑03. Each motion was seconded and carried on recorded voice votes; two commissioners were absent for multiple votes. Staff will forward recommendations and revised plat materials to the city council for final action.
