Applicant representative Craig Bennett said the lake and immediate area remain largely undeveloped and that the owner asked the city to reassign the zoning to AG because the site has not been platted for development and is surrounded by agricultural zoning on most sides. "The owner would like to, request to be rezoned back to ag," Bennett said. City planner Melissa Dorte O'Hara explained the parcel was rezoned to R‑1 in 2007 but that no subsequent platting or development has occurred; staff recommended approval, stating the rezoning is consistent with the 2016 comprehensive plan and the proposed designation is compatible with surrounding development. During public comment, resident Tim Norwood noted: "The county is taxing that property as ag already."
Commissioners moved to approve the rezoning based on the city's findings of fact. The motion carried on a recorded voice vote; two members were absent. The recommendation will be forwarded to the city council as the commission’s advisory action.
