Troup County staff recommend smaller First Tee clubhouse after low responsive bid

County staff told commissioners they recommend building a smaller, new clubhouse for the First Tee program rather than renovating the existing structure. Staff described three options presented earlier this year — renovate an existing building, build a smaller new facility, or construct the originally proposed 2,100-square-foot clubhouse — and said the smaller new footprint, at about 1,277 square feet, would meet program needs and reduce long-term maintenance risk.
Jay Anderson, the staff presenter, summarized bid results and said one contractor bid $211,559.85; after discussing value-engineering options he reported "they said that we could for sure cut out $12,000 out of that price which would put us at $199,559.85." Anderson told the board that some additional costs are expected for demolition, landfill tipping fees and staff time during the transition, and confirmed that landscaping and utility connections (water, sewer, electricity) were included or would be addressed in the contracting package.
Staff recommended the smaller new structure because it should provide reliable service for "25, 30, 40 years" compared with the uncertainty of renovating older buildings. Commissioners asked about code requirements for restrooms, whether the building is on sewer or septic, and whether SPLOST or capital funds would cover the work; staff said there is adequate money available in either account and that the project had a plan to maintain operations by building adjacent to the existing clubhouse and demolishing the old facility after the new one opens.
The item was previewed for an afternoon action on the board's agenda; commissioners directed staff to bring the formal contract recommendation for consideration later in the day.
