The commission recommended approval of a planned district (PD) development for a 75-unit multifamily project proposed at 5110 Park Lane Drive after hearing a presentation from Jacob Reiter of Olson Engineers. The development includes three buildings (21-unit, two 27-unit structures), centralized parking, several garages (about 30 stalls), EV charging stations, a small dog park and an underground stormwater detention system. Reiter said sanitary sewer extensions and stormwater management will be required as part of construction.
City staff noted the landscape plan omitted a required street tree along Park Lane Drive and that a parking agreement with Hilltop Mall had not yet been finalized. The applicant said the parking agreement was nearly complete and would be provided to staff before City Council. Commissioners asked about trash pickup, fire access and parking enforcement; staff said the final plans must meet fire and public-works standards. A motion to approve the PD plan passed with two explicit conditions: add an additional street tree to the landscape plan and submit the Hilltop Mall parking agreement to staff before council review.
