Area Agency on Aging seeks clarity on Golden Wheel MOU; commissioners press staffing, notice and inventory terms

"This document is in accordance with how our agency would have a relationship with any senior center in our region," Julie told the commission, while clarifying that the agreement designates the area agency as the employer of record for center staff. Commissioners said they want clearer language on recruiting responsibilities and an explicit inventory list; Commissioner Carla said a 60-day notice clause could leave a center without meals for two months if the relationship ended and asked for stronger assurances.
Commissioners and agency staff discussed staffing shortages, backup meal arrangements with neighboring centers (Lincoln, Junction City) and the logistical limits of transporting hot meals long distances. The agency said it is hiring additional communications staff to improve responsiveness and will meet with the Golden Wheel board Thursday to review the changes. Commissioners suggested the agency present the clarified MOU to the local Golden Wheel board and return with any edits the board requests.
Why it matters: the MOU defines who hires staff, how employee benefits are funded and the county’s role supporting senior congregate and home-delivered meals. Commissioners asked for clearer responsibilities and for contingency planning to avoid meal interruptions should the agreement end.
