Coats adopts ARP policies tied to $1 million waterline earmark; draft had been submitted to NC DEQ

Town Manager Nick Holcomb told the board that additional policies were needed to administer the town’s State ARP allocation — a $1 million earmark designated for a waterline project — because some previously adopted ARP policies did not apply to revenue replacement. He said staff used sample policies from outside resources to draft internal control, procurement/purchasing, and property‑management policies and submitted the draft to NC DEQ to satisfy a July 19 deadline.
Holcomb said “sample policies from the School of Government and the Mid‑Carolina COG had been utilized in developing the proposed policies,” then asked the board to approve them or adopt them as drafts and direct staff to make revisions. The board voted unanimously to approve the policies (motion by Mayor Pro Tem Marc Powell; second by Commissioner Shirley Allen).
The adopted policies establish the town’s internal guidelines for expending ARP funds, procurement standards, and property recordkeeping and disposal for assets purchased with the award. Staff said the policies were needed to remain compliant with state and federal grant conditions and to move forward with the waterline project spending plan.
