Allen County commissioners reject broad All In Allen comprehensive plan updates

Commissioner Therese M. Brown said she was concerned about the broad scope of the changes and said the commissioners would "prefer to consider changes individually," while Commissioner Ronald W. Turpin said he was worried about proceeding without more community engagement. Turpin moved to reject the package; Brown seconded and the motion carried 3-0.
Schaab noted the plan became effective in March 2023 and that biennial review is required to reflect development trends and stakeholder input. Commissioners and members of the public raised questions about how residents were included in the review process; several members of the public were listed in the record as commenting on the comprehensive plan during the public-comment period.
The board's action leaves the current All In Allen plan in place while further engagement or individually docketed changes could be considered in future sessions. The rejection was a formal motion recorded in the legislative session and carries no immediate regulatory change beyond maintaining the existing plan.
