Sonya presented staff recommendations to prepare a resolution that would forgive $6,000,000 in CIP charges and transfer funds from SPLOST 6 into the county CIP fund. She told the board that although roughly $9.9 million has been approved from the CIP fund since December 2023, staff propose forgiving $6,000,000 and transferring "a little over $3,600,000" from SPLOST 6 to reconcile those projects for the current and prior fiscal year, subject to detailed documentation requested by the state auditor.
Sonya also presented proposed updates to the county's financial policies: correcting two typos, aligning procurement language with federal "uniform guidance" where appropriate, and adding a new protests-and-appeals procedure for bidders. County legal staff said the new protest policy would require dissatisfied bidders to submit issues within seven days of award notice and that the administrative process would be handled initially by the procurement office rather than automatically creating a board hearing.
The board will consider resolution language and policy updates at the evening meeting after staff finalize numbers and auditor-required documentation.
