County staff presented a recommendation to renovate Fire Station No. 9 at 103 Railroad Street in the Mountville community and recommended awarding the project to Riley Contracting at a bid price of $388,000 for the three-bedroom, two-bath option.
Staff said they advertised the project, held a mandatory pre-bid that was attended by 15 contractors and received seven sealed proposals. After review, staff determined two bids were abnormally low and did not meet the invitation-to-bid's qualification and scope-of-work requirements; those were set aside. Staff recommended the 3-bedroom, 2-bath option as providing better long-term value and recommended Riley Contracting as the best-qualified bidder at $388,000. Staff said payment and performance bonds (100%) will be required at contract execution; bid bonds (5%) accompanied the proposals. The estimated construction timeline is 4–6 months.
Funding, staff said, would be covered largely by proceeds from two recent surplus-property sales, with the balance from SPLOST 5; staff estimates the majority of cost can be offset by those sales. The County Manager and legal staff outlined the procurement criteria and bond requirements. The item will be considered for formal action at the board's evening meeting.
