Ellis County creates Stonewood Estates North CID to fund local improvements (Resolution 2026-09)

Dominic Eck of Gilmore & Bell presented the final steps to create the Stonewood Estates North Addition Community Improvement District (CID). The petition was submitted to the county clerk with the required signatures and certified mail notifications to homeowners were completed before the hearing.
Commissioner Michael Berges moved to open the public hearing; Commissioner Nathan Leiker seconded and the motion passed 3–0. After the hearing, Berges moved to close the hearing (second Leiker), and then moved to approve Resolution 2026-09 to create the CID and authorize levying special assessments within the district boundaries to pay eligible project costs. The commission voted by voice 3–0 to approve the resolution. The county clerk will publish the resolution, forward the affidavit to Gilmore & Bell and record the resolution with the Register of Deeds as required.
The resolution authorizes special assessments within the district to fund eligible project costs; the exact assessment amounts, project schedule and contractor selections were not specified during the meeting and will be addressed through the CID process and recording steps noted by the clerk.
