Ellis County to absorb cost of 2027 revenue-neutral rate mailer for now

County Clerk Bobbi L. Dreiling briefed the commission on the Revenue Neutral Rate (RNR) mailer required for the 2027 budget process and requested direction on payment. Dreiling told the board that 2026 is the last year the state will reimburse counties for the cost and cited KSA 79-2988, which allows the cost to be shared proportionally by taxing subdivisions included in the notice.
Dreiling said she notifies taxing entities each year with budget sheets and cautions them to budget for the possibility of shared cost. Commissioners discussed the options and agreed the county will absorb the cost for now; Dreiling will include the mailer expense in the clerk's 2027 budget. The decision was recorded in the meeting minutes.
