"This is a staff initiated text amendment to our zoning code," Dritz said, explaining the amendment and the planning commission's recommendation.
Council debated clarifying questions about jet boats and definitions; staff explained the distinction between seaplanes (aircraft with pontoons) and flying boats (aircraft that land on their hull). Vice Mayor Mason moved to approve the ordinance on first reading, and the motion carried 5–0. The ordinance will return for subsequent readings as required under town procedures.
