RPF evaluations presented by consultant Barry Ritter ranked Motorola highest (0.96/1.0, 500/525 points) while a second vendor, J&K Communications, scored 0.42/1.0 (365/525). Ritter told the board scoring weighted coverage and reliability, cost reasonableness and product quality; Motorola's estimated project cost range was $6.6–$7.1 million and J&K's was $7.9–$8.3 million (J&K's total did not include land purchase costs).
Sheriff Larry "Ray" Newton spoke in favor of Motorola, citing a long working history with the vendor. Commissioners voted unanimously to authorize County staff to enter contract negotiations with Motorola, subject to joint funding review and appropriation by the county council.
