Superintendent: board requested new policy language; no written fiscal or legal analysis planned

Superintendent Dr. Foley responded to questions submitted after the May 6 meeting about the district's approach to policies JB and ACDC. He said the board requested revisions to policy JB and that administration recommended drafting a new policy rather than reverting to a prior version. On the question of whether updating to ACDC would "only restrict Winthrop students," Dr. Foley said the draft as written would apply to Winthrop students.

When asked about a fiscal impact analysis required by board policy, Dr. Foley said "at this time, there are no plans to conduct a fiscal impact analysis of that policy." He also said the district has not obtained written documentation from the Maine Principals' Association (MPA) despite ongoing communications: "We do not have written documentation from the MPA. However, both of our athletic directors and I have been in communication with the MPA and we have been informed that Winthrop students may continue to participate in all MPA sports and activities."

Dr. Foley also answered questions about legal counsel: the board "does not believe it is necessary to incur the expense of obtaining a written legal recommendation at this time," and board members heard counsel's recommendations in executive session. He reported the district's financial position: an undesignated fund balance of approximately $150,000 (about 2% positive balance projected at year close) compared with a zero balance at the same time last year.
