Council approves change order to add toilets and site design work for Coyote Ridge and Soaring Hawk parks

Council removed the HCM change order from consent for discussion and ultimately approved the request after questions from council and comments from the parks board liaison. City manager Penny explained the change order would add roughly $194,000 for two main components: (1) converting a proposed single flush toilet into three vault toilets placed at the main park, by the pickleball courts and near the ball fields, and (2) schematic design and site surveying for the first 25 acres of Soaring Hawk Park to inform a multiyear phasing plan.
Corey, the parks advisory board liaison, said the advisory board requested the vault toilets and an expanded, regulation‑size ball field so the city could host larger events and better serve residents. "Could we, instead of using all the money that would go to a flush toilet, break it up and make 3 vault toilets and then also expand where they're located," she said. Several council members asked whether tournaments and other revenue‑generating activities were a foregone conclusion; staff and PRAB members said those program decisions would be developed later and neighborhood impacts would be managed through phasing and scheduling. Council passed the change order on roll call.
